At the next stage, the medical examination of the applicant is carried out by the military medical commission of the educational institution in which he is going to enter.

You need to prepare for this in advance. For example, every young man must necessarily have with him a confirmation of his suitability for military service, which is issued by the district military medical commission at the military registration and enlistment office at the place of residence. Only the presence of the mark "A" in it gives the right to receive documents. If in the certificate of registration there are any restrictions in the choice of service, then one should not even hope for a positive result.

In order to prevent such a puncture, you need to find out in advance the list of additional health requirements for applicants entering the civil service at the Ministry of Internal Affairs, and compare the state of health with them. If deviations are found in any position, then, without waiting for the draft military medical commission to begin, you need to try to cure or correct them. This will take some time, but it will remove the obstacle to admission to study at a departmental educational institution. Moreover, in the case of surgical treatment, it should be borne in mind that at least six months must pass after its completion in order for the commission to accept the documents for consideration. In advance, you need to pay attention to the condition of the outpatient card, the presence in it of all pages confirming good health, extracts from analyzes and examinations, as well as certificates of treatment in private clinics.

Service in the ranks of the Russian army for the overwhelming majority of the male population is mandatory and is provided for by the Constitution of the Russian Federation - as the fulfillment of the honorable duty of ensuring the defense capability of the state. It imposes certain requirements not only on the moral and ethical qualities of servicemen, but also rather stringent requirements on the state of health. Increased physical activity, stressful situations, participation in military exercises or hostilities, sending to serve in regions with special climatic conditions - may be overwhelming for some military personnel. Therefore, the state, first of all, cares not only about the number of those called up for service, but also about their health.
For these purposes, all those subject to conscription into the ranks of the Russian Army, before putting on uniforms and taking the oath, are carefully selected for health reasons. For this, draft medical commissions work at military commissariats, through which all conscripts, candidates for admission to military universities and persons who decide to conclude a contract for service in the RA pass at least 2 times.

The procedure for passing the military medical commission
For the first time, conscripts who received a certificate at the age of 17 pass the medical commission at the military registration and enlistment office at the place of registration (residence). To do this, they are sent a summons with an invitation to appear for a medical examination at the appointed time.
The medical commissions at the military registration and enlistment offices employ civilian specialists who are recruited from medical institutions for the period of conscription into the army. Their composition is unchanged and includes:
- Dentist

Neuropathologist;

Therapist;

Psychiatrist;

Oculist;

Otorhinolaryngologist;

Usually conscription in droves produced in spring and autumn. The rest of the time, military medical commissions examine applicants for military universities and persons who conclude a contract for service in the army. The involvement of civilian specialists allows to observe impartiality and objectivity in assessing the health of candidates for military service, since doctors are not interested in giving a biased assessment of the health of a candidate.
The term for passing the military medical examination is 1 day and consists in examination and instrumental examination by a number of specialist doctors, each of whom personally examines and examines the candidate and issues a separate conclusion on the state of health, determining the degree of suitability for service. After passing all the specialists of the draft board, the chairman makes an opinion on the degree of suitability of each candidate individually.
It should be remembered that the conclusion of even one of the medical specialists on the unsuitability of the candidate for military service makes it impossible for him to serve as a whole. And the degree of suitability according to the results of the examination by all specialists is determined by the lowest indicators of suitability determined by at least one doctor. In case of doubt or lack of objective data on the state of health of the candidate, he is sent for additional examinations to a medical institution at the place of residence (registration).

Eligibility Degrees for Candidates for Service

There are 5 categories of suitability:
- A - suitable without restrictions;

B - suitable with certain restrictions

B - of limited use;

G - temporarily unsuitable;

D - completely unusable

The eligibility category is not a sentence, and upon repeated passing of the military medical examination, the category may be changed depending on the improvement or deterioration of the candidate's health condition.
Unconditional conscription for military service is subject to conscripts who are defined in categories "A" or "B", the other categories imply either a delay of six months to a year from conscription so that the conscript can undergo the necessary treatment and restore health, or complete exemption from service with the issuance of a military ID (category "D").
For candidates for contract service, the degree of suitability is more critical than for conscripts, since it depends on it whether a contract soldier will be able to serve in those troops that he has chosen as a kind of occupation for the next 5 years.
The category of suitability is no less important for applicants to military universities. Increased health requirements are imposed on future officers, and for some military specialties associated with increased physical activity, an absolute state of health is necessary.

Repeated and regular military medical examination

Conscripts for military service re-pass the medical examination in the same composition of medical specialists immediately before being drafted into the army. During the second medical examination (draft), either the degree of suitability determined earlier is confirmed, or it is changed to another. In accordance with this, the recruits are assigned to teams and sent to the troops.
For conscripts who were assigned categories "C" or "D" at the primary medical commission, they are assigned a second medical examination after 6 or 12 months. In case of improvement in health, the category of suitability is changed to "A" or "B" and they are subject to conscription. If the category has not changed, a deferment from the call is again provided. Thus, within 10 years from 17 to 27 years, some citizens liable for military service are not called up for military service due to the inconsistency of the fitness category with the health requirements for a serviceman. Sometimes the repeated passage of the medical commission after the expiration of the deferral period is called "control".
Regular military medical commissions only pass contract servicemen, applicants to military universities and officers (warrant officers, warrant officers).
The composition of doctors remains the same, only they are examined not by civilians, but by military doctors from garrison hospitals within the framework of the annualdispensaries.
For some military personnel (military pilots, drivers of military equipment, submariners, employees of special forces), passing a medical examination is mandatory before completing each combat mission or after completing it.

Military Medical Commission for Women

Women are not subject to conscription for military service in Russia. Nevertheless, about 300,000 military personnel in a wide variety of branches of the military are women. They hold officer, staff, technical positions. Some even serve in special forces.
In general, the medical commission in terms of the composition of specialist doctors and the procedure for passing it for women does not differ significantly from that for men.
Taking into account the physiology of the female body, gynecologists are included in the military medical commission.
Of course, the requirements for resistance to physical activity for women have been significantly reduced. Determination of the degree of eligibility may depend on the state of pregnancy or recovery period after the birth of the child. However, neither the one nor the other does not interfere with the passage of a military medical examination, determination of the category of fitness and enrollment of women in military universities or admission to service in their specialty.

Appealing the results of the military medical commission

Depending on the goals of passing the medical examination - conscription for military service or, on the contrary - the decision to connect their life with military service, candidates may have completely different motives for disagreeing with the conclusions of the military medical examination.
For those who do not want to serve, the main task is to achieve a category "B" or "D" and, thanks to this, to evade service.
For a candidate who dreams of becoming an officer or a military specialist, on the contrary, it is to achieve the definition of a higher category in order to devote himself to service in the chosen troops.
If a candidate for service does not agree with the conclusions of the military commission, he has the right to write a report addressed to the chairman of the commission and referral, or independently undergo an independent medical examination in a civil (sometimes specialized) medical institution.
However, such a conclusion, although it is taken into account when determining the degree of fitness for service in the army, is not obligatory for the doctors of the military commission if objective data on the state of health at the time of the examination indicate the full health of the conscript or, on the contrary, of his critical condition.
There is also a judicial procedure for appealing the conclusions of the military medical commission. This is often used by unscrupulous recruits who want to receive a reprieve from service or completely evade conscription.
The burden of proving the degree of fitness for military service rests entirely with the conscript, who appeals against the findings of the military medical commission in court. He bears all the costs of an independent medical examination, lawyers' fees. The Ministry of Defense does not make any compensation payments for incorrect determination of the category of fitness.

One of the main requirements for citizens entering military educational institutions is the assessment of their state of health based on the results of a medical examination. Citizens entering military educational institutions must, for health reasons, meet the requirements established for citizens entering military service by conscription, i.e. fit for military service or fit for military service with minor restrictions.

Before a medical examination, citizens undergo compulsory diagnostic tests in the amount established by the Ministry of Defense of the Russian Federation.

Medical examination of citizens entering the university is carried out according to articles and columns of the schedule of diseases and section d) of the table of additional requirements (TDT) to the state of health of citizens entering schools and military educational institutions (annex to the Regulations on military medical examination 2003 No. No. 123). In controversial situations, laboratory, X-ray and other studies can be repeated.

The final medical examination of citizens entering the university is carried out by a non-staff temporary military medical commission (VVK), created by order of the head of the VUNC SV "OVA of the RF Armed Forces".

The IHC includes a surgeon, a therapist, a neuropathologist, an ophthalmologist, an otorhinolaryngologist, a dermatovenerologist, a dentist and a secretary. If necessary, doctors of other specialties are included in the composition of the commission.

Citizens arriving for a final medical examination must bring with them:

Fluorographic (X-ray) examination of the chest organs in two projections;

X-ray of the paranasal sinuses;

ECG (study at rest and after exercise);

General blood analysis;

The results of studies for the presence of HIV infection, for drugs and serological tests for RW;

General urine analysis;

Information about being registered (observed) for mental disorders, drug addiction, alcoholism, substance abuse, drug abuse and other toxic substances, infection with the human immunodeficiency virus, at dispensary observation for other diseases, indicating the diagnosis and date of registration (observation) ;

An outpatient's medical record and, if necessary, other medical documents (radiographs, protocols of special research methods) characterizing his state of health.

Graduates of Suvorov schools (cadet corps) arrive:

With a medical record, which should reflect the results of annual in-depth and control medical examinations and medical requests;

A medical examination card of a citizen entering a military educational institution and the results of research.

If a graduate of the Suvorov school (cadet corps) does not have a medical record, examination is not carried out.

Specialist doctors, based on the results of a medical examination of a citizen, issue a conclusion about his fitness or unsuitability for admission to a military educational institution in his specialty. If a citizen is diagnosed with a disease that prevents admission, further examination is terminated.

At the same time, in the medical examination card of a citizen entering a university, in the item "Objective research data", a specialist doctor sets out an expert diagnosis using additions, indications of the stage of the disease, the degree of dysfunction of the affected organ (system) and other characteristics that play an important role in an expert assessment of the state of health, physical development of a citizen and the adoption of an expert opinion on his unfitness for admission, an article (articles) and a graph of the schedule of diseases and a section of TDT (annex to the Regulation on military medical examination).

If a citizen entering a military educational institution is found to have a disease in which the schedule of diseases (annex to the Regulations on military medical examination) provides for temporary unfitness for military service, limited fitness for military service or unfit for military service, the IHC issues a conclusion on unfitness for admission to the university.

The IHC, no later than 5 days after the end of the examination, sends the medical examination cards of a citizen entering a military educational institution and medical examination sheets of citizens recognized as unfit for admission to the IHC of the military district in which the examination was carried out.

Based on the results of the medical examination, the IHC issues the following conclusions:

a) fit for military service, fit for admission to a university;

b) fit for military service, not fit for entering a university;

c) fit for military service with minor restrictions, fit for admission to a university;

d) fit for military service with minor restrictions, not fit for admission to a university;

e) temporarily unfit for military service, unfit for admission to a university;

f) not fit for admission to a university, needs examination and certification at the place of military service (place of military registration) to determine the category of fitness for military service (the conclusion is made upon detection of a disease in which the schedule of diseases provides for limited fitness for military service or unfitness to military service).

The conclusion of the IHC on the suitability (unfitness) of a citizen for admission to a university for health reasons is announced at a meeting of the commission. At the same time, information about the witnesses, their state of health and the conclusion of the IHC are recorded in the book of minutes of the meetings of the military medical commission.

In addition, the specified information and the conclusion of the IHC are entered:

For citizens entering the university - in the medical examination card of a citizen entering a military educational institution;

For servicemen, in addition, in the serviceman's medical book.

The results of the final medical examination of candidates are announced no later than one day after the military medical commission has issued an opinion on the candidate's health condition. If a candidate is recognized as unfit for health reasons for entering a university, he has the right to receive explanations and recommendations from a specialist doctor.

The procedure for determining the category of professional suitability of candidates on the basis of their socio-psychological study, psychological and psychophysiological examination

Professional psychological selection is one of the types of professional selection and is a set of measures aimed at achieving high-quality recruitment of military posts on the basis of ensuring that the professionally important social-psychological, psychological and psychophysiological qualities of citizens voluntarily entering military service meet the requirements of military professional activity.

Professional psychological selection activities are carried out by the staff unit of professional psychological selection and specialists in professional psychological selection using methods of socio-psychological study, psychological and psychophysiological examination.

Socio-psychological study provides for an assessment of the conditions for the upbringing and development of a personality, its military-professional orientation, organizational skills, characteristics of communication and behavior in a team, educational and professional preparedness.

Psychological and psychophysiological examination makes it possible to assess cognitive mental processes (sensation, perception, memory, thinking), attention, psychological characteristics of a person (abilities, character, temperament), properties of the nervous system (strength, mobility, lability, poise, dynamism), psychomotor and nervous - mental stability.

Socio-psychological study is carried out using the following basic methods: study of documents, observation, survey (conversation, questionnaire).

The main method of psychological and psychophysiological examination is professional psychological testing (testing), including with the use of technical means of professional selection. Processing of test results is carried out using supplied by the established order of special software.

Based on the results of professional psychological selection, one of the following conclusions is made on the professional suitability of citizens and military personnel for training (education) in military registration specialties:

a) first of all recommended - the first category. Citizens and military personnel in this category in terms of the level of development of professionally important qualities fully comply with the requirements of military positions, which allows them to master the military specialty in a timely manner, to have predominantly excellent grades based on the results of inspectors, final, control checks and final exams, to obtain a class qualification ;

b) recommended - the second category. Citizens and military personnel in this category in terms of the level of development of professionally important qualities basically meet the requirements of military positions, which allows them to master the military specialty in a timely manner, to have predominantly good grades based on the results of inspectors, final, control checks and final exams;

c) conditionally recommended - the third category. Citizens and military personnel in this category in terms of the level of development of professionally important qualities minimally meet the requirements of military positions, they hardly master the military accounting specialty on time, and have mostly satisfactory grades based on the results of inspection, final, control checks and final exams. Are allowed to study with a shortage of candidates;

When making conclusions about the professional suitability of citizens, the level of their neuropsychic stability is also taken into account. The assessment of neuropsychic stability is carried out at four levels:

High neuropsychic stability;

Good neuropsychic stability;

Satisfactory neuropsychic stability;

Unsatisfactory neuropsychic stability (neuropsychic instability).

Persons with neuropsychic instability belong only to the fourth category of professional suitability for training and service in military positions.

Citizens and military personnel who have the fourth category of professional suitability cannot be sent for training in military educational institutions and accepted into military service under a contract for the corresponding military positions.

The heads of the divisions (specialists) of the professional selection bear personal responsibility for the validity and reliability of the conclusions on the professional suitability of citizens and military personnel.

The conclusion on the category of professional suitability of candidates on the basis of their socio-psychological study, psychological and psychophysiological examination is completed no later than one day before the end of the professional selection of candidates.

Candidates classified in the fourth category of professional aptitude (“not recommended”) are informed about the conclusion made individually. If necessary, individual psychological counseling is carried out with these candidates, during which explanations and recommendations are given.

Entrance tests

The procedure for entering a military school is very complicated. Before you go to the place of study, you need to look at the military registration and enlistment office with your parents. Why with your parents, if in the depths of your soul you already feel like an adult real military? The fact is that in the history of the educational institution there could be periods when almost completely children were admitted there - this has been the case since then. And the leadership does not consider it necessary to abandon the idea of ​​agreeing with your parents not only the question of your admission to a military school, but also the question of your further compulsory education at a military university! And all this is not just in a conversation, but in a special report that parents must write. The position “now you will go to the Suvorovites, and then we’ll see” is unacceptable.

At least in the year preceding admission, or better yet, try to study well and not spoil relations with either the class teacher or the school principal, since you will be asked for a report card with grades for the last year of schooling and a description from the school with signatures and official stamp ... In this case, you need to indicate what language you learned at school, and do you know why? French, which is quite common in Russian schools, can become an obstacle to admission! For example, in secondary educational institutions of the naval profile, only those who studied English are taken, and in the military music school - those who studied English or German at school.

When deciding to enter a military school, the most fundamental issue is health. You need to go through a detailed medical examination. The most unusual examinations may be required - from X-ray of the paranasal sinuses with a description and pictures to one hundred percent sanitation of the oral cavity with the subsequent issuance of a certificate of this. Look for a complete list of required documents on two sites - the military educational institution you want to enroll in, and the military educational institution closest to you (it is possible that the military command will reconsider your choice, guided by the geographical principle). It happens that everything is mixed in this list - medical certificates, anthropometric data of the candidate (from height to the size of shoes and headgear), photographs with a place for an imprint of the seal in the lower right corner, a certificate from the place of residence of the parents indicating the composition of the family and living conditions, documents on possible benefits and much more. In general, there are enough benefits here - and at the same time, even more documents are required from orphans (they are taken without exams) - almost a court decision on the establishment of guardianship. Mothers of the children of the deceased soldiers (such children have the preferential right to enrollment) should also devote a lot of time to preparing the necessary papers.

Based on the mass of documents submitted, the selection committee will decide whether to admit you to the entrance examinations. And if a negative decision in this case is still subject to appeal, then the results of the tests themselves are no longer.

The competition for a secondary military educational institution can be 4 people per place.

Timing of the admission campaign

Until June 20, the nominal lists of candidates admitted to the entrance examinations are submitted by the admissions committee of the school to the central admission committee.

Until July 1, the central admissions committee draws up personal lists taking into account your place of residence (but regardless of which school you have chosen yourself) and sends them to the admissions commissions of schools in time for conducting competitive entrance examinations (including with the use of visiting commissions) ...

Until August 5, the competitive lists of candidates are sent to the central selection committee, which compiles a single set of lists, approved by the Minister of Defense. Lists of enrolled candidates are posted on the Internet on the website of the Ministry of Defense. However, with the withdrawal of military schools from under the wing of the Ministry of Defense and their reassignment to the respective branches of the armed forces, such a decision is likely to be made by the respective commanders.
